Re compound docs [was Banner]

Bert Bos gave a good short answer:  no change needed.  One might want
to use info drawn from the HTML (e.g. the values of META and LINK)
to assemble the group of presentations of individual HTML docs, but
for that matter a compound doc might be composed of pieces in various
media.  So it's outside HTML and out of scope for this group.  

If someone wants to write an HTML UA spec the issue might be addressed
there---or perhaps HTML UA deserves a WG of its own.
